Free Appropriate Public Education (FAPE) is a cornerstone of special education in the United States. 4. Education is Meaningful: The goal of FAPE is to ensure students with disabilities achieve meaningful progress, preparing them for life beyond school.



How is FAPE Provided?

1. Individualized Education Program (IEP):

1. Board of Education v. Rowley (1982):

2. Endrew F. v. Douglas County School District (2017):


The Court raised the standard, requiring schools to provide an education that allows students to make progress appropriate to their circumstances, emphasizing meaningful benefit rather than minimal progress.



Challenges in Implementing FAPE
